Hi,

In a multinational development environment, it would be beneficial to have 24H clock even when using English locale as only a few people use 12H clock.

Currently the clock seems to be tied to locale and only changes to using 24H if a locale where this time format is normally used.

Would it be possible to add this as an option for English locale as well?
