Sometimes cloning a group and making a few edits is less steps than creating a new group and adding in all the users and permissions.

The workflow in my head would be an additional "clone" icon next to the "Delete" icon when editing a group. The admin would be prompted for a new group name. Then the new group would be created already with the page rules and users.
